Can you take over a project someone else started?
Yes. The first step is a review of the code and infrastructure with a written finding: what works, what is a risk, what is worth saving and what should be rewritten. You get the finding even if you decide someone else continues.
Who owns the code and the data?
You do. Code is delivered into your repository, hosting and database accounts are in your name, and access is transferred at the end of the project. No vendor lock-in.
